Creating Icons?

I know I'm behind the curve on this, but what do I need to make icons? Is there a program out there to download? Thanks!

I use Photoshop but you can use Paint or any other graphics program. The big thing is that you have to save it as 100 by 100 pixel to upload it. It can be a jpeg file or a gif file.

Thanks. I was fiddling about with Paint and having difficulty putting words on the icon and leaving the background undisturbed. Like I said, I was just fiddling and not dedicating my attention on it. I'll try again later.
